The Harrisburg Patriot-News investigates the accident rate of state-owned vehicles in Pennsylvania to find that one out of every 10 state-owned vehicles has been in an auto accident in 1994-95. The accidents have already cost taxpayers $1.5 million in settled cases and driven up the cost to self-insure the vehicles by $1 million.
