Dallas city officials failed for years to spend tens of millions of federal dollars intended to help the city's poorest neighborhoods. The amount of unspent money totaled $56 million. The biggest beneficiary of the money that was spent was the City Hall bureaucracy, especially those in housing. These same officials were responsible for most of the unspent money. Housing officials hand used millions of dollars to demolish the home of poor families. Officials took a program meant to save poor neighborhoods and used it to destroy them. City officials denied the unspent and misspent money was a problem. (July - December, 1996)
