South Carolina's in-home day cares are the fastest-growing segment of the day-care market. After two babies died and a third were injured seriously in one such suburban Columbia day care in 1993, The State decided to look into systemic problems in the child-care industry. The series found that babies at in-home day cares die at 22 times the rate of other facilities. In-home day cares also are: three times as likely to be targets of abuse or neglect complaints; 58 times as likely to be closed by regulators; and 13 times as likely to violate operating regulations.
