Description

During a year-long investigation, the San Francisco Chronicle conducted a detailed study of INS records to determine how the agency treats employers who hire undocumented workers. The Chronicle analyzed hundreds of pages of documents obtained throughout the Freedom of Information Act, and found that rogue employers got off with surprising leniency. The conclusion was supported by more than 200 interviews and visits to job sites in California, New York and Arizona. (March 18 - 20, 1996)
