Description

Donald Ellison was a seriously mentally ill Vietnam veteran who collapsed on the streets of Phoenix in July 1996 and quickly died of heat-related organ failure. The death came one day after his seemingly inexplicable release from a county psychiatric ward. The New Times describes how two agencies that were legally responsible for Ellision's welfare failed him miserably. (October 24, November 21, December 19, 1996)
