A local, city-owned utility, Colorado Springs Utilities, is moving ahead with a plan to compete directly with local and national businesses to offer non-utility products and services, such as long distance, Internet service, pagers, and light bulb sales. Over the last year the utility has waged a public-relations campaign that obscures the full reach of its plan, as well as its potential long-run cost to the city.
