The project's directors sent reporters to each of the state's 135 cities and counties to ask for information available under the Virginia Open Records law. To determine officials' understanding of the law, the reporters only identified themselves as citizens. The results showed, at times, willful violation of the state law with the reporters gaining access to only 58 percent of the records requested.
