When lawmakers created victim compensation laws, they had in mind those caught up in violent crime -- innocent bystanders, battered women and abused children. They did not have these people in mind -- killers, rapists, robbers, drug dealers and other felons. But each year, hundreds of thousands of dollars of victim compensation is paid to those who themselves have created victims.
