A Gazette investigation of CollegeInvest, Colorado's college savings plan, revealed that families are "not being told what their investment is earning, that there's no guarantee it will cover the cost of tuition down the road and that any earnings beyond the cost of tuition are pocketed by the agency that runs the program." The publication also revealed that "the agency that runs the program may be the most secretive in Colorado, as it won a one-of-a-kind exclusion from state open records laws."
