Description

A Kansas City Star investigation of the effects of the toughened welfare rules implimented in 1996 revealed that most Jackson County residents prefered to be off of welfare but many were unable to live with out public funds. The three-part series focuses on "201 families who left welfare in the last three years. According to The Star's survey, more than a quarter of those families could not make it on their own and returned to welfare."
