This article shows that despite a "$1.5-billion school construction project, many of the 263 public schools that should have been repaired under the bond program are still falling apart, forcing students to work in substandard buildings where the roofs and windows leak ..." In this seven-month investigation, Claxton and Hurt found, among other things, that many "district officials have paid for work that was never performed, hired inexperienced companies to manage the construction work and awarded contracts without competitive bids."
