Montana was swamped with out-of-state special interest groups funneling more than $2 million into Montana's congressional race in the 2000 election. With fewer than a million residents, Montana only has a single seat in the House of Representatives, but it was one of only a handful of competitive open sears nationally, which made it a key battleground in the fight for control of the House. Total spending in all of Montana's races was expected to exceed $20 million.
