Taylor examines the fight against cell phone use by drivers that has grown in many small communities; spearheaded by Patti Pena, who lost her 2 year-old daughter in an accident with a driver using a cell phone, six towns across the country have passed local oridnances against cell phone use while driving; the only roadblock to Pena and others is the telecommunications industry that has launched a well-funded effort to deter cell phone laws and replace them with driver education programs.
