Description

Medical schools and research institutions often take part in the exchange of laboratory animals with full knowledge of their origins, but look the other way. The U.S. Department of Agriculture and the Animal and Plant Health Inspection Service have taken little action in enforcing laws against the problem and often dismiss such violation cases.
