Federal law specifically prohibits the sale of stolen dogs, in this piece Reitman takes a look into how medical-research institutions are benefitting from the sale of black market pets for use in medical research. Medical schools and research institutions often take part in the exchange of laboratory animals with full knowledge of their origins, but look the other way. The U.S. Department of Agriculture and the Animal and Plant Health Inspection Service have taken little action in enforcing laws against the problem and often dismiss such violation cases.
