"An 8-month nationwide investigation by CNN & Time revealed that a multi-billion dollar federal-housing program, known as Secion 8, which is supposed to help low-income families move from homeless shelters and public housing projects into safe and decent housing, in fact often does not provide a safe haven for children. In city after city, CNN & Time found that homes certified as safe by government inspectors were, in fact, full of lead-paint hazards, putting more than half a million children at risk of serious illness."
