The story reports on a new bill that could prohibit the requirement, thus allowing the city employees to live "nearer family members and escape the troubled Cleveland Municipal School system." The report features a fire captain's allegation that "the residency requirement is a way for the city to keep money made in this community in this community." It also finds that "without the requirement, competition for city jobs would be especially hard for people who have gone through the Cleveland public school system."
