Description

In 1993, a law was passed allowing energy service companies to get no-bid contracts to do work at schools and other public facilities. It promised to pay for themselves and speed up the time it takes to do work in critical areas. The promises were not fulfilled. Projects unrelated to saving energy were done. Taxpayer money was used when the promised savings did not appear. Despite hundreds of millions of dollars spent, only $73 million was saved in energy expenses.
