North Carolina State University was pushing for $65 million dollars from the state at a time of looming budget problems. Reporters at the Business Journal were suspicious and discovered that the university was planning on building a conference center complete with hotel and golf course and was selling it as an educational venture. The school also planned on forming a non-profit to avoid taxes and ease the creation of the project.
