The Oklahoman gathered years worth of documents from the State Ethics Commission, a tiny state agency that investigate public officials and candidates in secret. Among other findings, the newspaper learnt that the agency had reprimanded powerful politicians such as governor Frank Keating, but "commissioners often turned to these private sanctions because it was too expensive to seek fines in court for wrongdoing".
