The Philadelphia Inquirer investigates payments made to a solicitor of a public suburban school. The solicitor on one occasion billed the school for a 81 hour work day. Other records that were obtained also revealed that he had billed for more than 24 hours at least five other times. Once this investigation was underway, the solicitor was even ready to pay back the taxpayers an amount of $30,000.
