Some of their findings include nearly two-thirds of the 1700 educators charged with misconduct were allowed to keep their jobs; districts failed to report bad behavior to state or other districts despite laws requiring them to do so; nearly a quarter of all teachers who physically, emotionally or sexually abused a child still retained their license.
