"Since 1974, the Chicago Police Department has claimed that the crime rate in Chicago has been declining steadily, particularly in reported crimes of burglary, robbery and rape. In 1982, the Channel 2 News Investigative Team revealed that various Chicago administration have made it a policy to lie to the public and the FBI about the city's crime statistics and have been covering up crime in order to make the police department look good and to improve the image of the city to attract conventions and business."
