Seattle Post-Intelligencer reports that Soviet submarines have been able to penetrate the Strait of Juan de Fuca into Puget Sound as a result of Soviet technological gains from the John Walker spy ring; Navy's Trident submarines based at Bangor, Wash., must pass through the strait, April and September 1987.
