Chicago Sun-Times investigates fund-raising techniques and distribution of funds at various charities, including the United Way; reveals that as little as 8 cents of every dollar solicited for charity makes it to the sponsoring organization, and the rest is kept by the solicitation firm; of 33 firms investigated, one-third gave less than 20 cents on the dollar to the hiring charity; organizations like the Jaycees are lured into sponsoring circuses, jubilees and magic shows, and get only about 5 percent of proceeds.
