Chicago Sun-Times finds that area fire and police departments are enriching themselves by using professional phone solicitors that trick, badger and intimidate the public into giving millions of dollars annually to the departments' overhead and its political activities; the callers pose as police officers or firefighters and claim the money raised goes to help widows and orphans of dead officers.
