The Ledger (Lakeland, Fla.) finds that Polk County school system bought a house next to an elementary school with plans to tear it down to expand the playground; instead, the school system's head of facilities moved in after the district spent $5,000 to fix up the house, charging him one dollar a year in rent, June - July 1990.
