The Oregonian (Portland) discovers in Oregon the Small Business Adminstration wrote off loans at five times the rate that other Oregon banks wrote off similar loans during the 1980s, amounting to $31.6 million; many of the failed loans could have been foreseen, Feb. 18, 1990.
