Atlantic City (N.J.) Press finds that state regulations have failed to prevent coastal development in New Jersey; reports that nowhere in the country is the pressure to build along the coast greater than in New Jersey, and the state's ability to protect its citizens from the undesirable effects of development pressure is very slight; loopholes in environmental laws allow more pollution, more construction in areas sure to be flooded, and more traffic congestion; the building is not only a threat to the environment, but to the areas tourist trade, as well, Feb. 17, 1991.
