Village Voice (New York) reports that Hackensack Water Company, a major private water utility serving northern New Jersey and parts of New York State, took lands it had acquired as a public utility for watershed protection since the late 1800s and, with state approval, transferred more than 1,000 acres of that land to its own development company at a fraction of its market value, Nov. 19, 1991.
