Wall Street Journal reports on how the federal government continues to ignore a promise it made to the native Hawaiian people in the 1921 Hawaiian Homes Commission Act, which set aside nearly 200,000 acres in scattered tracts across the islands to be leased for residential, farm and pastoral homestead lots for $1 a year to any Hawaiian with at least 50 percent native ancestry, Sept. 9, 1991.
