WJXT-TV (Jacksonville, Fla.) reports on a privately owned riverfront restaurant that received a $2.9 million HUD loan in start-up funds in 1991, which was guaranteed by the city of Jacksonville; the restaurant had fallen behind in paying taxes, was sued for non-payment by suppliers, and employees' paychecks were late; the restaurant closed, leaving the city to assume the debt, June - November 1992.
