Kansas City Star discloses that a previously obscure state workers compensation fund defended by the Missouri attorney general had become a key fund-raising tool in his run for governor; Attorney General William Webster permitted lawyers he hired to defend the fund; the same lawyers also sued the fund on behalf of private clients, and then gave campaign contributions to Webster; payouts from the fund skyrocketed over Webster's eight years in office, March 15, 1992.
