Greenville Piedmont (S.C.) reports on South Carolina's juvenile prison system, and finds that it is the most overcrowded in the nation, with mentally hadicapped youths, runaways and truants housed in the same facilities as youths who have murdered and raped; looks at who is in these facilities, the process that put them there, the types of crimes they committed, how other states are dealing with the same problems and programs that have lowered rates of recidivism and violent crime; black youths far outnumber whites in the Department of Youth Services prisons, even though both races are referred to the state in equal numbers, Feb. 20 - 21, 1992.
