"The safe harbor -- approved by the EU this year -- is an important way for U.S. companies to avoid experiencing interruptions in their business dealings with the EU or facing prosecution by European authorities under European privacy laws," which are more strict than those in the U.S. Organizations that can certify that they practice "adequate" enforcement of privacy law as defined by the directive.
