Following the Miami Herald’s groundbreaking series of high-profile child deaths, Florida lawmakers in 2014 embraced a tough new approach to stop parents from abusing their children. Instead of looking for every way possible to keep families together, they had a new priority: Protect children at all costs.
But the new laws that made it easier to remove children from their families created different kinds of abuse and different kinds of abusers, a USA TODAY investigation found.
