Researchers found the cause of ER overcrowding is not the number of people coming in the front door but bottlenecks elsewhere in the hospital, caused by elective surgery schedules and inefficiencies with discharges and admissions. A Milwaukee Journal-Sentinel investigation revealed that 9 of the 10 largest cities in the country still allow diversion and at least 21 people have died in cases involving diversion.
