Description

The Dominion Post uncovered the fact that one of the poorest colleges in the one of the nation's poorest states had an airplane that woften flew empty at a cost of over $500,000. The West Virginia University used the plane on charter from its foundation which then billed the state for the service and rentals. The State University System eventually ordered full disclosure of the foundation's spending and written guidelines for the use of discretionary accounts. July 25 - 28, 1993.
