The Tribune-Review conducted a computer-assisted analysis of Pittsburgh City Council's cellular telephone records and revealed Councilman Joe Cusick had more than a drinking problem. Cusick ran up a $1,800 tab for cellular phone costs in a five-month period--triple the amount of any other official with a city-issued cellular phone. City taxpayers footed 75 percent of the bill.
