When the Motor Voter Bill was signed in 1993 many Republicans withheld critical funding, fearing that the bill would produce a Democratic bonanza at the polls. These attempts at subverting the bill failed in most cases and Americans can now register to vote by mail or through several government agencies. The Prospect examines how the Motor Voter Bill has removed barriers to voting that contributed to a history of low voter turnout.
