(Saratoga Springs, N.Y.) finds that the lifeguards at New York City beaches and pools are creating a life-threatening situation by allowing corruption and cronyism to impede public safety; the lifeguard coordinator abused his power, extorted money for political purposes, manipulated union elections, and bullied lifeguards into covering up their negligence in the case of drownings, June 27 - 28, 1992.
