There are conflicting reports as to whether officers announced themselves when they surrounded the house and knocked on Rusty Windle's door at 5 a.m. He came to the door with a gun. Seconds later he was dead. In Windle's home they found two baggies of marijuana totally less than one ounce.
The Sun's computer analysis of state Department of Justice records shows that San Bernardino County Police Department has the highest case-rejection rate by the District Attorney's Office and the lowest conviction rate. Two-thirds of San Bernardino police felony arrest cases are rejected because of lack of evidence or lack of probable cause.
