A late-night Sunday tradition of cruising St. Louis highways, particularly popular among the city's African-Americans, was found to be repeatedly stymied by police, who for six years made a practice of barricading certain exits, forcing drivers into outlying areas away from the city's entertainment and business districts. The reports resulted in an end to the highway blockades.
