The Charlotte Observer looks into the status of North Carolina's mental health care facilities. The newspaper investigation reveals that 34 mentally ill patients have died under the care of health facilities -- and those deaths either occurred suddenly or under questionable circumstances. The Observer discovers that N.C. law does not require that certain facilities be monitored by the local government.
